CBOnline Project

The umbrella term, CBOnline, refers to several related information and communications technology based infrastructure projects including: Digital Delivery Network (DDN); Satellite Reception Equipment; Online Development; and Outside Broadcast Equipment grants programs; and the CBOnline Project, incorporating the CBOnline website and Community Broadcasting Database (CBD). 

CBOnline website

CBOnline is also the name of the community broadcasting sector's portal website. The CBOnline website provides an online presence for community stations and online resources for community broadcasters. It showcases sector activities and initiatives and places an emphasis on promoting and informing the general public about its dynamic and diverse nature and the integral role community broadcasting plays in supporting community life in Australia. It provides an access point through which people interested in community broadcasting can identify stations and organisations involved in the sector. It promotes social justice outcomes particularly in relation to access, equity and diversity, in line with the sector's underlying ethos. The interests of all community broadcasters are represented on the website irrespective of the communities they serve or membership to sector organisations. Community Broadcasting Database

The Community Broadcasting Database (CBD) is an online database through which information on the activities and operations of community stations can be collected and is the first initiative of its kind in the sector. Up to date, concrete information on the sector's status and progress is vital at both sector and station level. Information gathered from the annual CBD data collection process greatly assists the CBF,  Funding Strategy Group and sector bodies in better meeting stations' needs and in lobbying government on stations' behalf to achieve the recognition and resources the community broadcasting sector deserves. Involvement in the CBD data collection is a practical way that stations can assist sector development and ultimately increase the support available for their own operations. The data is also instrumental in providing the information the Australian Government needs to assess the role that community broadcasters play in their communities and the associated funding requirements of stations.

Funding has been provided by the Australian Government through the Department of Broadband, Communications and the Digital Economy (DBCDE), distributed by the CBF.

Consideration of CBOnline grants and monitoring of the project's progress is the responsibility of the Online Grants Advisory Committee (OGAC).

The Sector Projects Consultative Group, a CBAA auspiced committee, provides policy direction.

CBOnline Project Initiatives & Satellite Services Review

Didasko Technologies have conducted an independent evaluative review of CBOnline project initiatives and the sector's satellite services. The review was conducted between August and November 2004 and forms part of a broader process being undertaken by the Foundation to assess the current and long term technological needs of the sector. Didasko Technologies engaged in broad consultation with sector organisations and stations.

The report entitled "Review of the Community Broadcasting Sector's CBOnline Project Initiatives and Satellite Services" by Didasko Technologies (referred to hereafter as the Didasko Report) was considered by the CBF Board of Directors at its meeting of 18 February 2005. Of the recommendations made by the consultants the CBF Board accepted fourteen and rejected four, noting that the remaining recommendations were outside its current ability to implement, and referring them to relevant sector organisations for further comment and prioritisation.

The CBF has supplied the Didasko Report to DCITA - its principal funding source.  DCITA has indicated that the report will be a valuable resource for its review of the infrastructure component of targeted funding supplied to the community broadcasting sector via the CBF. The DCITA Targeted Funding Review, which will provide advice to the Australian Government as to whether these funds should be committed for a further four years as part of the 2006/07 Federal Budget, was to be completed by late 2005.  In 2004/05 the allocation of DCITA targeted funds to the CBF (ex-GST) was $1,660,000 comprising: $1,106,785 for Ethnic community broadcasting; $497,887 for CBOnline project initiatives; and $55,328 for the Community Radio Satellite.
